Australian Government selects DCNS for the SEA 1000 Future Submarine Programme

The Australian Government has selected DCNS as its preferred international partner for the design of 12 Future submarines for the Royal Australian Navy.

The announcement was made by the Australian Prime Minister the Hon. Malcolm Turnbull, the Minister for Defence, Senator the Hon. Marise Payne, The Minister for Industry, Innovation and Science, the Hon. Christopher Pyne and The Chief of Navy, Vice Admiral Tim Barrett.

The Australian Government stated: “The decision was driven by DCNS’s ability to best meet all of the Australian Government’s requirements. These included superior sensor performance and stealth characteristics, as well as range and endurance similar to the Collins Class submarine. The Government’s considerations also included cost, schedule, program execution, through-life support and Australian industry involvement.”

“This success has been made possible thanks to the strong teamwork between the French
Authorities, DCNS and our industrial partners,” said DCNS Chairman and CEO, Mr Herve Guillou. “France and Australia have been allies for more than 100 years and we look forward to further strengthening this time honoured relationship and honouring the trust the Australian Commonwealth Government is placing in us for this ground breaking project,” Mr Guillou said.

Subject to discussions on commercial matters, the design of the Future Submarine with DCNS will begin this year (2016).

Royal Australlian Navy Simulation Training Centre Opens

A state-of-the-art simulation facility has been opened in Sydney today that will enhance training for Royal Australian Navy technical sailors.

Chief of Navy, Vice Admiral Tim Barrett, AO, CSC, RAN, officially opened the A$90 million Navy Training Systems Centre at Randwick Barracks, and said the purpose-built facility would revolutionise how Navy prepares Marine and Electronic Technicians for their roles in the Fleet.

“This next generation training facility will ensure Navy can fully utilise the extraordinary capabilities of both the Canberra class amphibious ships and the Hobart class destroyers,” Vice Admiral Barrett said.

When fully operational, the centre will be able to train up to 300 students at a time, using a combination of simulation and modern training systems.

Vice Admiral Barrett said the use of simulation and task specific training tools would reduce Navy’s need to conduct elements of training at sea, allowing more sea days for advanced group training and to support Government directed operations.

“Our new amphibious ships and destroyers will be serving Australia’s national interests for the next three decades, which is why this centre will play a vital role underpinning the successful operation of these assets.

“I anticipate an expanded use of these types of facilities in the future, as they provide Navy with an essential capability at a lower total cost over the life of ships,” Vice Admiral Barrett said.

Recognising that Navy’s training needs will evolve the facility has been designed and constructed to be reconfigured for future training needs and additional platforms.

The building has also been constructed with minimal environmental impact, including energy self-sufficiency through 100 rooftop photovoltaic panels (photo left).

The operation of the training facility makes the continuation of a long association between Navy and the Randwick community dating back almost half a century, including the former Naval Stores Depot and Endeavour House accommodation precinct.

Textron Systems Provides Advanced Architecture Phase Amplitude and Time Simulators for the Naval Air Warfare Center Weapons Division Electronic Combat Simulation and Evaluation Laboratory

Textron Systems Electronic Systems, a Textron Inc. business, announced today that it was awarded a five year, indefinite delivery, indefinite quantity (IDIQ) contract, valued at up to $49 million for its  Advanced Architecture Phase Amplitude and Time Simulator (A2PATS) systems and additional upgrade components.  The Electronic Combat Simulation and Evaluation Laboratory (ECSEL) part of the Naval Air Warfare Center Weapons Division in Point Mugu, Calif. will receive the A2PATS systems and upgrades. This contract will supply additional advanced simulation systems, on-call maintenance, repair and system upgrades, including replacement parts for existing and newly acquired systems.

The A2PATS is an advanced electromagnetic environment simulator incorporating electronic warfare (EW), communications and electronic intelligence capabilities providing performance and flexibility in verifying EW systems. It can precisely locate, identify and defend against virtually all ground-based and surface-to-air missile threats. A2PATS is an advanced technology open architecture simulator that distributes multiple RF synthesizers in a modular and expandable system.

The award consists of expanded capabilities that allow the U.S. Navy ECSEL to continue to efficiently develop and test current and future electronic warfare systems and capabilities in support of aircraft platform integration and testing. Electronic Systems possesses the unique capability and expertise to manufacture the only Radio Frequency (RF) Synthesizer compatible with the Navy’s Electronic Warfare Systems Integration Test Environment (EW SITE) threat simulator. Compatibility with the existing system is required to enable sharing of hardware components and leveraging of existing government-developed threat scenario software.

These products include the company’s Joint Service Electronic Combat Systems Tester or JSECST (AN/USM-670A) and the Model 527 Radar Signal Simulator, both of which are available as rack-mounted lab configurations.

The Danish Defence Acquisition and Logistics Organization (DALO) and KONGSBERG
have renewed their maritime simulation co-operation with the March 2016 signing of a new framework agreement, including a ten year ‘Long Term System Support Program’ (LTSSP) extension. The contract secures DALO’s access to the latest simulation technology for the next decade and includes migration of the existing KONGSBERG simulators delivered in 2012, to the sophisticated new K-Sim Navigation simulator platform.

Through the new framework agreement and LTSSP, KONGSBERG becomes DALO’s primary maritime simulation partner, with a remit to provide high levels of service and support for the KONGSBERG simulation systems at DALO’s training centres in Denmark, in addition to a commitment to meet DALO’s requests for expansion and development of new simulator functionality. The partnership is expected to generate significant developments in naval simulation techniques and systems, with KONGSBERG and DALO working closely together to pro-actively meet the future maritime simulation needs of Denmark’s armed forces.

A core aspect of the renewed co-operation is an upgrade of DALO’s existing KONGSBERG ship handling simulators to the latest technology. The new, user-focused, K-Sim Navigation simulator features an advanced physical engine and state-of-the-art hydrodynamic modelling, allowing vessels, objects and equipment to behave and interact as in real life. To enhance the realism further, a sophisticated new visual system is included, bringing vessels and objects in all possible weather conditions to life.

“Our new framework agreement enables DALO and KONGSBERG to build up competence and functionality that will offer tangible and significant benefits in training,” said Bjarne Torkelsen Area Sales Manager, Kongsberg Maritime. “It provides stability for DALO in terms of maritime simulator capabilities today, and in the future, ensuring high uptime at its simulator parks through dedicated support services and access to the latest advances in simulation technology to enhance training.”

Last Bribery Charges Dismissed

The decision of the Turku Court of Appeal dated 17 February 2016, in which the Court dismissed all charges related to Patria's export project to Croatia, gained legal force and is final as no party applied for permission to appeal against the decision of the Court of Appeal in the Supreme Court within the allowed period. 

In addition, the demand for a punitive corporate fine to be imposed on Patria Land Services Oy was dismissed. "... this case, which has been pending since 2008, has finally been closed and... the outcome meets our expectations," confirmed Heikki Allonen, President and CEO of Patria Group. (photo right)

"A long process, which has been particularly trying for the accused persons, is now over. The process has involved plenty of hard work, both within and outside Patria. Now that the matter has been thoroughly investigated, Patria will continue the long-term development of the defence industry," Allonen confirmed.

Meanwhile, Patria continues to maintain its mission of corporate ethics and social responsibility throughout all aspects of its operations. The company and its executives regularly monitor compliance with ethical standards and the achievement of the related targets.

Personal OpinionI have been doing business with Finnish companies for nearly two-decades.  Patria is viewed by its competitors and peers as an upright company with a robust ethos and virtuous corporate culture. As a fan of the strong national Finnish character (and not negating that of any other nation), it is heartening to see this company’s precious reputation secured; especially in an era of cynicism and disappointment. - SE

Qatar Pushes Ahead with its Airborne Surveillance Capability

The State of Qatar finalised a deal with German aircraft manufacturer Reiner Stemme Utility Air Systems (RS-UAS) for the manufacturing and delivery of Q01 aircraft. Qatar’s government will spend up to US$100.25M (€88.46M) to improve its airborne surveillance capability. It selected the Q01 MALE (Medium-Altitude Long Endurance) platform that can be manned by up to two crew, operated in full automatic/autonomous flight mode, or piloted from a ground station. A prototype air vehicle presented at RS-UAS’ Flight Operation Centre in Schönhagen, Germany, on 16 March 2016, was described by the manufacturer as an OPV (Optionally Piloted Vehicle) designed “for surveillance missions on land, coastline, and sea”, which due to its low weight construction and low fuel-burn internal combustion (IC) engine has an “outstanding endurance” of 50 hours in unmanned mode. The virgin flight has been conducted in November 2015, according to the company. The certification by the European Aviation Safety Agency (EASA) is planned to be achieved in 2017.
The Q01 project was initiated by a unique German-Qatar partnership, according to RS-UAS. It will be able to merge technology and mission experience, and it is matching the requirements of the international market. The first Q01 aircraft will be ordered by the Qatar Emiri Air Force (QEAF) and are tailor-made for the airborne surveillance needs of the State of Qatar. These aircraft, equipped with a THALES radar and L-3 WESCAM’s MX 20 electro-optical/infrared (EO/IR) sensor system, will be mainly operated in maritime border control missions. Other sensors can include a photogrammetric camera and a laser scanner. The aircraft will also play an important role in the efforts to secure Qatari oil resources and to interrupt drug and weapon smuggling routes in the Persian Gulf. Deliveries are scheduled to take place during the second half of 2017.
Compared to rotary-wing aircraft, the Q01 platform produces less costs per flight hour, has a higher endurance, generates less noise and pollution, requires less maintenance, has fewer vibrations for sensors, and is faster over the area of operation. In his speech during the presentation ceremony on 16 March, QEAF General (Pilot) Khalid al-Kuwari, Director of the QEAF UAV Committee, praised the cooperation with RS-UAS and outlined the low operational costs (only US$250-300 per hour), easy maintenance, and flexibility of the aircraft for a variety of missions. He also mentioned a “generous fundamental idea” behind the Q01 project, which may be of interest for other Armed Forces eying high-quality, cost-efficient airborne surveillance capacities. “We decided to make this aircraft available and accessible to all nations from the East to the West – not only to Qatar, Germany or the US”, said RS-UAS’ CEO Dr. Reiner Stemme. He added; “We will not charge any development costs.”

QEAF officials told NAVAL FORCES in Doha that the State of Qatar has made a breakthrough purchase with RS-UAS’ Q01 airborne platform, highlighting its growing needs to further extend a “Persian Gulf sea surveillance” capability. The payload capacity – up to 1,000kg – “makes the platform a [force] multiplier for the variety of ISR [Intelligence, Surveillance and Reconnaissance] duties”, said a Qatari Defence Ministry source. NAVAL FORCES learned that the airborne platform, once fully introduced and equipped with sensor payloads, could be operated “in concert” with other surveillance assets in the region, offering Gulf Cooperation Council (GCC) members a unique capability to provide more accurate data and enable officials to make informed tactical decisions. Systems of this kind are in great demand.

With a range of over 1,350nm (2,500km) in manned mode and 4,500nm (8,335km) in unmanned mode, the Q01 platform will be able to beef up the State of Qatar’s intelligence capability over land and sea.

The Q01 air vehicle is unique in what the manufacturer calls it “dual-mode”, meaning that the aircraft is capable of flying missions with or without a pilot. This unique dual mode capability makes it an outstanding platform from most other platforms used for surveillance tasks. Dual-mode gives the chance to monitor remote areas for up to 50 hours, a capability that is in strong demand by GCC member states. NAVAL FORCES was told in Doha that the demand for exactly this type of airborne platforms could further rise. On a global scale, the demand for long-endurance surveillance aircraft has witnessed a gradual turn. Instead of ‘manned-only’ aircraft, growing demand is witnessed for low-cost unmanned platforms – Unmanned Aerial Vehicles (UAVs) or Unmanned Aircraft Systems (UAS), with the ‘dual-mode’ Q01 representing a “new category” of airborne platform agile enough to stay aloft for days and carry large sensor payloads. A high-tech platform “may make sense”, a QEAF official said.

Middle East Naval Commanders Conference at DIMDEX 2016 focuses on Security of Gulf Waters

The Middle East Naval Commanders Conference (MENC), part of DIMDEX 2016, was successfully undertaken under the auspices of the Chief of General Staff of the Qatar Armed Forces, H.E. Major General (Pilot) Ghanem Bin Shaheen Al-Ghanem. Held under the theme: “The Maritime Domain – The Centre of Gravity for the Regional Security Complex of the Arabian Gulf”, MENC welcomed senior naval commanders and academics to discuss the most relevant issues currently facing maritime security in the region. The authoritative military and academic speakers hailing from Canada, France, India, Italy, Pakistan, Qatar, Turkey, and the United States examined a diverse range of topics relating to the maritime security complex for the Arabian Gulf States, expanding beyond a narrow viewpoint of military security to include energy security, environmental security and freedom of navigation around maritime choking points.
Brig. Dr. (Eng) Thani A. Al-Kuwari, Chairman of DIMDEX, said: “The fifth edition of the MENC conference provides a high profile industry forum for GCC (Gulf Cooperation Council) and international naval commanders to share their insights on the strategic challenges facing the security of regional waters. In his opening remarks at MENC, the Chief of the Qatar Emiri Naval Forces, Staff Major General (Sea) Mohammed Bin Nasser Al-Mohannadi, said: “The security and economies of all states along the coast of the Arabian Gulf rely on the protection of our territorial waters and the ability to defend these waters from evolving threats is fundamental.” He added; “Regional and international coordination and cooperation is required to guarantee the energy security, environmental security and freedom of navigation of our waters from both the conventional and unconventional challenges we face in this geo-strategic region.”

Ten Major Deals Announced

The second day of the fifth Doha International Maritime Defence Exhibition and Conference (DIMDEX 2016) opened with 10 major deals signed between Qatar and exhibiting companies. At a Memorandum of Understanding (MoU) signing ceremony, the following were announced:
a MoU between the Qatar Emiri Air Force and Lockheed Martin for a QAR50M (US$13.7M), three-year C-130 HERCULES maintenance contract;
a QAR2.6Bn (US$713.56M) MoU between the Qatar Emiri Naval Forces (QENF) and MBDA for a coastal defence missile battery system;
a QAR240M (US$65.87M) MoU between the Qatar Emiri Naval Forces (QEN) and MBDA for EXOCET MM40 Block 3 anti-ship missiles;
a QAR95M (US$26M) MoU between the QEN and MTU Friedrichshafen GmbH for the maintenance and overhaul of propulsion systems;
a MoU between the QEN and Nakilat for the training of Navy officers;
an EUR32.5M (QAR134.6M) MoU between Al Zaeem M.B.A.A. Air Academy and DCI for fighter and helicopter pilot training;
a QAR365M (US$100.17M) MoU between the QENF and Reiner Stemme Utility Air-Systems GmbH for the production of drones;
a MoU between the Qatar Armed Forces and WKK from Poland for the purchase of 51 percent of the company’s shares, which specialises in the manufacture of composite materials and fuselage production;
a QAR60M (US$16.5M) MoU between the Qatar Armed Forces and THALES for SEARCHMASTER radars; and
a MoU between the Qatar Armed Forces and the Chinese National Precision Machinery Import and Export Corporation (CASIC) for the provision of support in the fields of production and military cooperation between the drone project committee and CASIC.
